THEDAYTON EDUCATION ASSOCIATION
COMMITTEE GUIDELINES AND JOB DESCRIPTIONS
DEA OFFICIAL LONG TERM GOALS
* To maintain effective dialogue with DEA membership.
* To maintain aggressive political involvement at the local, state and national level.
* To carry on productive negotiations.
* To have effective grievance representation.
* To work for more teacher involvement in curriculum planning and professional development.
* To seek and develop association leadership.
* To maintain an effective Human Relations Program.
* To promote minority involvement.
* To maintain accountability of association leadership.
* To gain more involvement in WOEA, OEA and NEA.
* To maintain an office facility that will promote and maintain the DEA program.
GENERAL RULES AND REGULATIONS
GOVERNMENT OPERATION OF DEA COMMITTEES
1. Titles and Duties of Committee, See DEA By-Laws, Article Six.
2. Structure
No standing committee shall have fewer than three members.
(DEA By-Laws -- Article Eight, Section 1).
Standing committees should hold no fewer than four meetings a year. (DEA By-Laws -- Article Eight, Section 1).
By September 1 of each year each committee chairperson will submit in writing on the form provided to the President the names of the committee members and at least four dates the committee will meet.
By September 10 of each year each committee chairperson will submit in writing on the form provided at least two objectives for the school year for their committee to complete. Attached to the objectives will be a proposed time line for completion of the written objectives.
If no objectives and timelines are submitted by September 15, the President will hold a conference with the entire committee and give them at least two objectives to complete for the year.
The Chairperson of each standing committee shall leave a written report to the successor. This report will be shared with the Building Association Representatives at the October meeting.
Objectives and committee members of each standing committee will be shared in writing with the Building Association Representatives at their October meeting.
In the case that a committee is non-operational by the end of October, the President will release the chairperson and appoint a new one.
More than two non-excused absences from an Executive Board or two non-excused
absences from the Building Association Representatives' Meeting will automatically
result in the chairperson forfeiting chairperson status.
3. General Committee Obligations
Committee chairpersons shall make a final written report at the end of the
year to the President. This report shall include the committee activities
and accomplishments and suggested improvements for the coming year.
Committee chairperson to attend DEA Executive Board and BAR meetings.
Committee shall integrate its program into the total DEA program and keep the DEA President fully informed of its activities.
Committee chairperson shall assure that DEA is represented at appropriate workshops and conferences.
4. Expenses
All necessary and actual expenses of all Association persons on official Association business shall be paid in a uniform way as provided by the Budget Committee and approved by the Executive Board.
DEA PRESIDENT'S JOB DESCRIPTION
General
The President's main responsibilities are to provide the necessary leadership that will move DEA in positive directions and to execute the will of teachers as expressed through the Building Association Representative Assembly, to enforce the DEA Constitution and Master Contract and to the chief spokesman for the teachers of Dayton.
Specific Duties
1. To effectively utilize the press to communicate teacher positions and to maintain good press relations.
2. To oversee, along with the treasurer, the budget and assure that adequate monies are available to provide needed services.
3. To oversee the operation of UniServ.
4. To attend and preside over the Executive Board meetings and BAR Assembly.
5. To maintain close, effective relations with WOEA, OEA, and NEA.
6. To be visible to teachers by regular visitations to buildings.
7. To be an effective speaker and writer to explain DEA positions to the teachers, Board, community and press.
8. To oversee publications to teachers in order to guarantee that they are properly informed.
9. To oversee all the various DEA committees to guarantee that they are operating effectively.
10. To seek out, develop and utilize teachers who would make good DEA leaders.
11. To develop relationships of mutual respect with as many central administrators and Board members as possible as long as these relationships do not compromise the best interests of teachers.
12. To delegate responsibilities to capable Association workers and oversee that the responsibilities are effectively carried out.
DEA VICE-PRESIDENT'S JOB DESCRIPTION
It shall be the duty of the Vice-President to take the place of the President in the latter's absence from any designated meetings; to be responsible for any duties as assigned by the President and shall become President if the office of the President becomes vacant (DEA By-Laws -- Article Three, Duties of Officers.) The Vice-President shall attend all Executive Board Meetings and Building Association Representative Assemblies.
It shall also be the duty of the Vice-President to serve as DEA Chairperson for the district Sick Leave Bank Committee and be the Grievance Chairperson. As Grievance Chairperson, the Vice-President shall:
1. Work with appropriate AAR/BAR and office staff to assure sound grievance
representation.
2. Develop a working knowledge of the Master Contract.
3. Establish and keep regular office hours.
4. Keep accurate and up-to-date records.
5. Develop a working relationship with BAR's and with school administration.
DEA IMMEDIATE PAST-PRESIDENT'S JOB DESCRIPTION
The immediate Past-President shall advise the Executive Board and assist the President at the latter's request (DEA By-Laws -- Article Three, Duties of Officers).
DEA SECRETARY'S JOB DESCRIPTION
1. To attend all Executive Board Meetings and Building Association Representative Assemblies.
2. To take complete and accurate minutes of the above meetings.
3. To provide the Office Secretaries with meeting minutes in a timely manner.
4. To present correspondence and offer recommendations for contribution requests.
DEA TREASURER'S JOB DESCRIPTION
Guidelines for the position of Treasurer are set forth in the DEA By-Laws, Article 3, Section 4.
1. To attend all Executive Board Meetings and BAR Assemblies.
2. Chair Budget Committee and present appropriate reports to these bodies.
3. To oversee the fiscal processes of DEA such as, but not limited to:
a) preparation of monthly reports
b) bank deposits and withdrawals
c) checks and voucher signing
d) completion of tax forms and reports
e) general keeping of the books.
4. To work closely with the DEA President, Labor Relations Consultant and Bookkeeper to assure fiscal responsibility.
5. To oversee the keeping of appropriate membership records in the DEA office.
6. To oversee the continuous membership process for enrolling non-members and professional staff members new to the district throughout the year.
NEGOTIATIONS CHAIRPERSON JOB DESCRIPTION
1. To establish a committee composed of necessary subcommittees to further develop a positive educational climate for students and teachers.
2. To organize and/or develop materials necessary to carry on effective negotiations.
3. To work with other committees in bringing together resources of the association for negotiation purposes.
4. To make recommendations for future negotiations.
5. To ensure that the negotiations program is consistent with the overall goals of the DEA.
6. To keep the DEA President fully informed of its negotiations activities.
7. To ensure ongoing communication with members during negotiations.
8. To attend all Executive Board Meetings and BAR Assemblies.
INSTRUCTIONAL AND PROFESSIONAL DEVELOPMENT
CHAIRPERSON JOB DESCRIPTION
GOALS
1. To develop a committee structure that will include necessary sub-committees to carry on the year's program.
2. To be part of the planning and implementation of Urban Professional Development Academy.
3. To promote improved standards in Professional Development.
4. To monitor actions of the Dayton Board of Education in regard to entry year programs and Urban Professional Development Academy.
5. To advertise and promote national certification among members.
6. To attend all Executive Board Meetings and Building Association Representative Assemblies.
HUMAN RELATIONS CHAIRPERSON JOB DESCRIPTION
1. To establish a committee to implement the year's program.
2 To work with professional staff members, students, Board members, administrators
and community to develop effective interaction between people by:
a) sponsoring workshops and social activities to improve human relations;
b) recognizing outstanding community involvement in the educational process.
(Friend of Education Reception.)
3. To attend all Executive Board Meetings and Building Association Representative Assemblies.
PUBLIC RELATIONS CHAIRPERSON JOB DESCRIPTION
1. To establish a committee structure that will carry on the year's program.
2. To work with the Executive Board to develop a yearly program that promotes a positive public image for educators and Dayton Schools.
3. To secure a representative for the Dayton Education Council monthly meeting and provide a report for the Executive Board.
4. To chair the Communicator Committee.
5. To chair the Back to School Program.
6. To coordinate the DEA Desk Calendar.
7. To attend all Executive Board Meetings and Building Association Representative Assemblies.
LEGISLATIVE/POLITICAL ACTION CHAIRPERSON JOB DESCRIPTION
1. To develop a committee structure that will include necessary sub-committees to carry on the year's program.
2. To work within the framework of EPAC by organizing and conducting the fund raising drive, participating in meetings and becoming acquainted with and knowledgeable about federal, state and local candidates.
3. To make recommendations regarding the DEA position in local Board of Education election and other issues affecting education.
4. To make regular contacts with Dayton area legislators, Education Committee Legislators, and State Board of Education Members to keep them informed of teacher positions on current educational issues and other issues of concern.
5. To participate in the screening of candidates at all governmental levels and to make recommendations known to teachers. To enlist teacher volunteers to work on recommended candidate's campaign.
6. To conduct letter writing campaigns to legislators at all levels of government on issues of vital concern to educators.
7. To attend all Executive Board Meetings and Building Association Representative Assemblies.
ELECTIONS CHAIRPERSON JOB DESCRIPTION
1. To establish a committee (to be approved by the BAR's at the September meeting).
2. To oversee the elections of DEA officers, Executive Board Committee Chairpersons and Association Area Representatives as well as NEA, OEA and WOEA delegates; also any issues to be voted on by the Association membership.
3. To conduct and monitor elections in accordance with the DEA Constitution and By-Laws.
4. To notify candidates for DEA Offices of election results.
5. To attend all Executive Board Meetings and Building Association Representative Assemblies.
ASSOCIATION AREA REPRESENTATIVES JOB DESCRIPTION
1. It shall be the duty of each elected Association Area Representative to serve as a coordinator between the President, the Representative Assembly and the Association membership.
2. It shall be the duty of each elected Association Area Representative to promote the programs of DEA and to represent his/her area on the Executive Board as a full voting member.
3. The Association Area Representative shall be responsible for:
a) coordinating and planning the BAR training;
b) coordinating the BAR's in their specific area;
c) assisting the BAR upon request;
d) promoting membership in the unified association.
4. It shall be the duty of each elected Association Area Representative to ensure that all teachers in the area are informed of procedures and policies of the Association.
5. It shall be the duty of the Area Representatives to chair the Retiree Reception and Holiday Happening.
6. To attend all Executive Board Meetings and Building Association Representative Assemblies.
DLAMC CHAIRPERSON JOB DESCRIPTION
1. To promote the caucus of minority educators throughout the Dayton City School District and the State of Ohio.
2. To ensure that commitments and obligations to minority educators are met.
3. To continue to keep before the DEA and OEA the needs of minority educators and students.
4. To assist the DEA/OEA in enhancement of job opportunities and appointive positions for minority educators in the united teaching profession.
5. To establish and maintain a working relationship with the OEA/DLAMC.
6. To coordinate the MLK Art, Poetry & Prose Contest.
7. To assist with the coordination of the MLK Night Run.
8. To attend all Executive Board Meetings and Building Association Representative Assemblies.
LOCAL PROFESSIONAL DEVELOPMENT COMMITTEE
The purpose of the Local Professional Development Committee is to review and
approve activities and applications for renewal of certificates and licenses
issued by the Department of Education. All district educators are required
to work through the LPDC for renewals.
Requirements for renewal are explained in the green booklet entitled Certificate Renewal and Licensure Procedures (revised November 2000).
The LPDC has no role in certificate upgrades, issuance of new licenses, or salary increases.
